Incident Summary:
NCI observed a kite surfer caught up in boom. HMCG informed. Casualty made kite safe around boom, and waded ashore. NCI spoke to casualty, who was okay, and CG advised waiting until low tide to
retrieve kite. No SAR assets deployed. Kite later broke free and drifted on tide.
