Incident Summary:
NCI observed 4 children tombstoning off pier, then joined by 1 adult. HMCG informed, harbour authority asked to attend. They left and 1 hour later 7 children were seen tombstoning. CG informed.
CRT met the first group, and advised. Second group continued, CRT otherwise busy so NCI asked to monitor, and casualties eventually dispersed.
