NCI observed a yacht in difficulty, no engine or sails, crew waving arms. HMCG informed, position advised. Pan Pan issued. Second yacht responds and commences tow to harbour. At the harbour
mouth, tow was taken over by harbour patrol. Pan pan canceled.
