Incident Summary:
NCI observed a paddle board, 3 POB, heading into potential danger. HMCG and harbour patrol were contacted. Harbour patrol RIB went to check on casualties. Casualties refused assistance, said they
were going to empty water from board. Patrol shadowed them back to safety, and NCI monitored until safely on beach.
