Incident Summary:
NCI observed a MOP on cliffs, appeared unsteady, and having an agitated phone conversation. Casualty then removed clothing from backpack and continued phone conversation. CRT tasked.
CRT arrived, advised NCI the casualty was well known to them, and was behaving typically. Casualty was helped to a place of safety by CRT.
