Incident Summary:
MOP reported to NCI a person behaving oddly below cliffs. Unable to see with camera. W/K saw a person fossil hunting, but tide was coming in. HMCG informed. 3 walkers were then seen, walking towards
the steps, unhurried. CG updated. All 3 reached steps just as waves broke over steps, and had to dodge waves to reach safety. CG updated.
