Incident Summary:
NCI observed a lone kayaker, no lifejacket, with a dog on his lap. casualty was visibly tiring, W/K used megaphone to ask if he was Ok. HMCG advised, FV unable to help as it was busy. A kayak
expedition, 8 strong, was then contacted, and leader took casualty under tow to safety of harbour.
