Incident Summary:
NCI observed multiple persons trying to cross river mouth. HMCG informed, ILB and CRT tasked. NCI monitored by camera. LB advised CG there were 100 plus people trying to cross, evacuation plan
needed. CRT escorted casualties to a bridge to cross the estuary, 30 - 40 minutes away. LB and NCI stood down.
