Incident Summary:
NCI observed 2 kayaks struggling to make headway. One adult and one child, both wearing buoyancy aids. HMCG informed, as childs Kayak had capsized and child unable to get back in. The kayak drifted
away, the child laid across other kayak, which also capsized. Adult righted kayak, and got back in, but could not make any headway. ILB tasked, kayak with adult on board still in view, but no sign of
the child. MOP on rocks appeared to be involved and on his phone. ILB recovered both casualties to harbour, and then recovered both kayaks, having been conned to them by NCI.
