Incident Summary:
NCI observed an inflatable dinghy, 3 POB, heading out to sea. NCI called HMCG expressing concern, monitoring requested. casualty drifted further out, LB crew mwember also expressed concern, ILB
was tasked. LB attended casualties, none with lifejackets, but they declined any help, despite advice. Casualties then accepted help, and were transferred to shore by LB.
