NCI observed 3 MOP in a cove, with a rising tide. @ then left, leaving one in the cove, who tried to leave by an alternative route. HMCG informed, ILB tasked. and decided risk was minimal. NCI asked
to monitor until casualty was safe. Casualty eventually climbed rocks to safety.
