NCI observed a kite sail entangled in inshore buoy, not sure casualty was still with gear. HMCG informed. May Day relay issued. asking for vessel in area to attend. Local vessel attended, found gear
only, and reported casualty was safely ashore and had abandoned gear. Gear was recovered to shore. NFA.
