Incident Summary:
NCI noticed a small fishing vessel stationary, trying to start outboard. Engine started and slow progress was then made. HMCG informed of concern. CG asked a nearby trip boat to see if help was
required. by the family, but unable to contact. NCI then saw trip boat go over to vessel, then leave and vessel proceeded to port unaided. CG updated.
