NCI observed a sloop moving slowly out of harbour, using oars, main mast lowered. Anchored but not holding. HMCG informed. F V passed close by but occupant showed no interest. Second vessel aprroached
casualty, and occupant was not in distress, and intended to beach when tide was low. CG updated. Vessel in same position when NCI closed lookout, CG aware.
