NCI observed 2 paddle boarders possibly in difficulty against an ebbing tide. HMCG informed, monitoring requested. NCI advised the casualties were making very slow progress towards shore. CH had
CCTV from local surf shop. Casualties eventually self rescued and made it to the shore.
