Incident Summary:
HMCG called NCI for update on Pan Pan from RIB with engine failure. Casualty not visible due to poor visibility. NCI then updated CG they had visual, and casualty was drifting. Sea Start had been
called and were en route. second vessel which had offered assistance stood down. Sea Start took casualty under tow, Pan Pan cancelled.
