Incident Summary:
NCI observed 2 kayaks, one of which had capsized and crew in difficulty. No lifejackets were worn. HMCG informed. Casualties tried to paddle to harbour, one in water. CRT tasked. NCI informed CG one
paddled to shore. casualty kayak was seen to be holed and inverted. CRT requested ILB to recover kayak, however NCI suggested to CG it was not needed. CG content to let it drift.
