Incident Summary:
Several R.N. training vessels were on exercise, when one came to a stop, assumed to be an exercise as crew had lifejackets on. HMCG called vessel, AIS read 'not under command'. NCI advised CG they
had visual, and said there was no immediate danger. Second vessel the came to assist and towed casualty to harbour.
