NCI observed a person in water, struggling to get back to paddle board, falling tide and offshore wind. Second person entered water to help, but not making headway. HMCG informed, CRT tasked. Third
person then swam out to help. Two others swam out to help, and all reached shallow water. CG updated, CRT checked all out.
