Motor vessel issued Pan Pan, 3 POB, with engine failure. NCI plotted position and informed HMCG they had visual. No sign of distress, CG asked NCI to monitor. ILB tasked, overshot vessel, and were
conned to casualty by NCI. ILB took vessel under tow to port.
