NCI observed 2 youths climbing rocks and entering water near harbour. Concern due to swell and tidal surged. MOP called NCI with similar concerns. HMCG informed, and during call, they moved to a
safer position. CG requested monitoring. Youths then left harbour - NFA. CG updated.
