NCI observed 4 paddle boarders on a sandbank, on an incoming tide. HMCG had a report from a MOP of people cut ff by tide, CRT asked NCI for visual. NCI explained about the paddle boarders.
CRT searched elsewhere, but it was decided it was a FAGWI.
