NCI overheard a Pan Pan from a sailing vessel with engine failure. Tow required. Local LB tasked, and asked NCI for visual - confirmed. LB declined Lat/Long position supplied, and was seen to head in
wrong direction, HMCG informed. LB reached casualty and escorted it to harbour.
